HUD announced the suspension
On June 11, 2026, the U.S. Department of Housing and Urban Development announced the immediate suspension of the Los Angeles Homeless Services Authority, the lead agency for Los Angeles’ homelessness response, after HUD’s inspector general opened an investigation. HUD cited what it described as repeated false statements, weak financial management and internal controls, and inadequate safeguards against conflicts of interest. These were allegations HUD gave as grounds for the suspension. [1]
HUD’s announcement pointed to several matters behind its action. It said LAHSA had not recorded when people left transitional motel housing in 2023, which HUD said meant the agency could not determine whether funding paid for empty rooms. HUD also cited a November 2024 county auditor-controller finding about costs charged across government funding sources, a 2025 assessment in which it said LAHSA did not document nearly 2,300 housing sites, and a conflict-of-interest matter involving more than $2 million in federal funds and the agency’s former chief executive. [1]
The injunction was preliminary. The announcements do not establish a final outcome or the amount of funding ultimately received by providers.

A court order temporarily restored key functions
On August 13, LAHSA reported that U.S. District Judge David O. Carter had issued a preliminary injunction in LAHSA v. Trump et al. The agency said the order halted HUD’s suspension and related remedial measures against the Los Angeles Continuum of Care. LAHSA characterized the ruling as finding HUD’s action arbitrary and unlawful. The injunction provides temporary relief while litigation continues; it is not a final ruling on the dispute. [2]
LAHSA said the order required HUD to execute pending grant agreements for already approved FY2025 awards. That concerns execution of grant agreements; LAHSA’s announcement does not report that the money had reached providers. The agency also said it was restored as Collaborative Applicant for the FY2026 regional application, allowing the Continuum of Care to submit a regional proposal if HUD issued a new funding notice after a separate court ruling invalidated the proposed FY2026 notice. [2]
Regional systems and next steps
LAHSA said it could continue operating the region’s Homeless Management Information System, Coordinated Entry System and Point-in-Time Count. The agency described the systems as supporting client matching and housing placement. It also announced that the Continuum of Care would solicit applicants for several FY2027 regional roles and submit an evaluation report to the court by October 13, 2026. [2]
The June announcement set out HUD’s allegations and suspension; LAHSA’s August release described the temporary court relief and restored functions. The available accounts do not establish the final outcome of the litigation or the amount of FY2025 funding ultimately received by providers. [1] [2]
