Tenants could start the second-round application
Los Angeles County announced January 29, 2026, that its Emergency Rent Relief Program would reopen February 9 and allow tenants to initiate applications alongside landlords. In the first round, which closed January 23, the county accepted applications from eligible landlords and property owners experiencing unpaid rent tied to emergency-related financial hardship. The county reported 4,644 applications in that round; the figure is an application count, not a count of grants or payments. [1]
Tenant initiation changed who could begin the process, while retaining a role for landlords. The county required both tenant and landlord portions of the application and said applications would not be considered if either party failed to participate. [1]
This is a past application window. Both tenant and landlord portions were required. The linked current program page does not establish a later open application round.

Dates, expenses and assistance limits
The county set the second-round application period for February 9 at 9 a.m. through March 11 at 4:59 p.m. It described assistance for eligible past-due rent and mortgage-related hardship, eligible utilities and other verified related housing expenses. Program parameters included grants of up to six months of relief, with limited exceptions, and a maximum of $15,000 per unit. [1]
The program was for tenants, landlords and, in some cases, displaced homeowners facing unpaid housing costs because of emergency-related financial hardship. The county said payments would be issued to landlords and tenants notified of the payment amount and period covered. Eligibility and the amount awarded depended on the application; the stated maximum did not mean each applicant would receive that amount. [1]
The announced window has passed
The February 9–March 11 dates describe a past application period. As of October 28, 2026, the county’s undated program page still said the portal would reopen February 9, 2026, and directed readers to the program website for current information. That page does not give a later application deadline or establish that applications are being accepted now. [1] [2]
